This article discusses the outlook for federal recognition of the Lumbee once the term of Senator Jesse Helms ends this year. It also reviews opposition to federal recognition and attempts in the 1990s that failed. Senator John Edwards, elected in 1998, supports federal recognition. Representative Mike McIntyre is urging the Lumbee Tribal Council to arrange meetings in May with the White House, Congressional leaders, and federal agencies and departments. He has already met with some members of Congress, laying the groundwork for a federal recognition bill. Jimmy Goins, head of a federal recognition committee, believes that federal recognition would allow the tribe to purchase land and provide tax incentives for businesses to locate in Robeson County. Dewey Locklear, Arlinda Locklear, Jimmy Goins, and a member of Helms's staff all comment on Helms's opposition to, and efforts to block, Lumbee federal recognition.
