Lumbee Tribal Chairman Jimmy Goins began his tenure as Tribal Chairman on January 15, 2004, just one day after being informed by officials from the United States Department of Housing and Urban Development (HUD) alleging that the tribe had many instances of noncompliance with HUD, which provides over $10 million in housing funds for the tribe.
Shortly after, Goins announced that he would not recommend Darlene Jacobs to continue as tribal administrator, as she was brought in by the previous administration. The council upheld her termination, and Goins recommended Leon Jacobs to take her place. Leon will begin March 1, 2004. Goins believes Leon’s prior relationship with HUD will help resolve the problems committed by the previous administration.
