Attorney Thomas N. Tureen filed the suit on behalf of the Eastern Carolina Tuscarora Indian Organization. The suit asked the court to declare that the Lumbee Act did not preclude Indians from receiving benefits under the Indian Reorganization Act of 1934. The article notes the division between the ECTIO and Howard Brooks’ Tuscaroras.
