His father, Herbert H. Locklear, died (due to homicide) at the Lumberton Ramada Inn on April 18, 2000. Lt. Colonel Locklear's last position with the Air Force was as Chief of Plans and Programs with the Headquarters Special Operations Command at Hurlburt Field, Florida. His degrees include Baltimore Polytechnic Institute (1974), BS, U.S. Air Force Academy in Colorado Springs (1978), and MA in management, Webster University, St. Louis (1990).
The many operations in which he has been involved include Operation Urgent Fury (Grenada; he earned two Air Medals); Panama (70 highly sensitive JCS-directed missions; he earned three Air Medals); Alaskan Air Command Rescue Coordination Center (he was credited with 60 rescue missions which saved 61 lives); Operations Desert Shield and Desert Storm (Kuwait); Operations Southern Watch, Northern Watch, and Uphold Democracy (Haiti); Operation Silver Wake (Bosnia); Operation Goal Keeper (Korea); and campaigns in Kosovo and Mozambique. He has received a number of medals and commendations.
