The article notes that “every 10 years, 50 states engage in a highly charged political process - redrawing district lines for state and federal offices.” The author's purpose is to “examine the attempts of legislators to maximize their interest from partisan, racial, and individual perspectives.” Among the plans considered in North Carolina's 1992 redistricting, one Republican proposal incorporated the Lumbee population in the southern part of the state to fashion two minority-majority districts, one with a Black majority and one 45% Black.
