In this editorial, Lumbee Tribal Chairman Harvey Godwin, Jr. describes the devastating impact of Hurricanes Matthew and Florence—two 500-year storms since 2016–on Robeson County, North Carolina.
He emphasizes that “many homes repeatedly flooded because of their location, leaving homeowners hopeless after finally getting back on their feet.”
Because it is highly likely that flooding will recur, Robeson County needs to prepare for the economic impact. One important measure is a federal flood disclosure law.
Godwin explains that at present, someone could buy a home in a flood-prone area “without having any information on the home’s past flood history or [without] requirements to maintain flood insurance.”
He notes that the U.S. House of Representatives did not include such disclosure language in their version of the National Flood Insurance Program reauthorization bill.
Godwin calls upon North Carolina Senators Richard Burr and Thom Tillis to demand the inclusion of disclosure language in the Senate version of the National Flood Insurance Porgram reauthorization.
